SAPS is looking for candidates to apply for the secretary position. The position is 5 years contract. The center of the post is Pretoria. The salary will be negotiated during the interview.

REQUIREMENTS MINIMUM

Bachelor’s degree in public administration, commerce, social science, law, or a related field (NQF 7) plus a relevant postgraduate qualification (NQF 8) and 8 – 10 years of senior management experience (at least five of which must be in the public sector).
It is a prerequisite for Senior Management Service (SMS) applicants to complete a pre-entry certificate. Extensive experience and knowledge in policy drafting, analysis, and implementation; constitutional law interpretation; policy formulation; understanding of government policies and initiatives in the crime-fighting environment, as well as the role of information, partnerships, and stakeholder management in government decisionmaking.
Within and beyond the justice and security cluster, a good awareness of the safety and crime prevention systems. Strategic capability, leadership, and management skills in leading and managing transformation, change, and diversity; Applied Strategic Planning and Facilitation; Financial Management and Budgeting, Problem-Solving, and Analytical skills; Financial Management and Budgeting; Financial Management and Budgeting; Financial Management and Budgeting; Financial Management and Budgeting; Financial Management and Budgeting; Financial Management and Budgeting; Financial Management and Budgeting; Financial Management and Budgeting; Financial Management and Budgeting; Financial Management and Budgeting; Financial Management and Budgeting; Financial Management Strong stakeholder management, communication, and presentation abilities, as well as interpersonal and negotiating skills, especially multi-national negotiations, honesty, and integrity, are all essential.
The selected applicant will report directly to the Minister of Police for the execution of the Civilian Secretariat for Police Service’s statutory responsibilities, operations, and achievement of agreed-upon output and objectives. According to Section 7, sub-paragraph 4, of the Civilian Secretariat for Police Service Act, the Secretary must not be a member or former member of the Republic’s Police Service, as defined in Section 199(1) of the Constitution. They are thus ineligible for appointment and should not apply.

RESPONSIBILITIES INCLUDE

As established in Chapter 5 of the PFMA and Chapter 3 of the PSA, provide strategic leadership and general administration of the Civilian Secretariat for Police Service. Ensure efficient civilian control of the South African Police Service, as well as monitoring and assessment. Oversee the assessment and development of police policies, as well as provide strategic policy advice and other assistance to the Minister of Police in order for effective policing to be directed. Ensure that the Minister of Police receives evidence-based research and evidence-led policy formulation on police, crime, and safety to influence policing policy and decision-making. Stakeholder interactions and public involvement on police and safety and security issues should be coordinated by the Minister. Oversee the process of reviewing and developing legislation, as well as the presenting of bills to Parliament. Provide advice to the Minister on any issue relating to effective policing, safety, and security. Oversee intergovernmental, civil society, and public-private partnerships management and facilitation. Assist with the implementation or compliance with international responsibilities as needed. Monitor and advise on the use of the police service’s budget to ensure conformity with the Minister’s policy directives and instructions. In conjunction with the Minister, provide supervision and leadership on the work of the National Forensic Oversight and Ethics Board (DNA Board) and the Directorate for Priority Crimes Investigation (DPCI). Establish and maintain effective working ties with appropriate parliamentary committees. Meetings with provincial civilian oversight organizations are either led or attended by you. Resource management is the management of resources.
